Dear Mr. R. William Borchardt:
This is a 2.206 request letter.
I am greatly disturbed by the lack of progress I see in repairing a boiler feedwater pump at Entergy/Indian Point 3. On the one hand, it is a non-safety related item. However, on the other hand, they just repaired it in their Spring 2009 Refuel Outage about 2 months ago. It ran only about 3 weeks before it failed. Currently, they have spent about another 3 weeks working on it unsuccessfully.
Request One While this type of repair performance can be tolerated for non-safety related equipment, I do not find it acceptable for repair of safety-related equipment. Therefore, I am requesting that Entergy/Indian Point Unit 3 be shut down immediately if any journeyman (or higher) Entergy employee who has worked on the feedwater system from the outage to now is not restricted from working on Unit 3 safety-related equipment. Also, if all such employees are not restricted from working on Unit 2 safety-related equipment, I request that Entergy/Indian Point Unit 2 be shut down immediately, too. Also include all Unit 2 feedwater system engineers and all Unit 2 component engineers accountable for pumps. Do not include any helper-type mechanics.
Request Two And, until Entergy/Indian Point 3 can prove that they can suitably maintain plant equipment less than 40 years old, I request that any NRC actions for relicensing Indian Point Unit 3 (to a 60 year life) be put on hold.
