Fermi 2 - Submittal of Inservice Inspection Program Relief Request RR-A35 -

ME0867 By letter dated March 13, 2009, Detroit Edison (the licensee) requested relief (RR-A35) from certain American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI requirements. The licensee proposed an alternative to the sample population for Class 2, Category C-F-2, circumferential welds. Based on this review, it was determined that additional information is required to complete the staffs evaluation for the above request for relief. Please arrange a teleconference after 6/30/09 to discuss the following questions with the staff.

2.0 QUESTIONS 2.1 Identify the 17 welds that will no longer be reinspected.

2.2 Given these 17 welds would require volumetric examinations, and the 17 proposed new welds would not, provide a basis for the relaxed requirement. Is this safety based? Is this hardship based? Provide justification for either determination.

2.3 Please indicate the end date of the Second 10-year ISI Interval.
