Dear Mr. Spence:
The Region I Field Office, NRC Office of Investigations (OI), initiated an investigation (Case No.
1-2008-033) on March 7, 2008, to determine if a Pennsylvania Power & Light (PPL) Field Services employee intentionally failed to follow a licensee procedure regarding radiological dose tracking while working at Susquehanna on February 7, 2008. Based upon testimonial and documentary evidence developed by OI, the NRC did not substantiate that the employee deliberately failed to comply with the procedural requirements in NDAP-QA-0623, Susquehanna Steam Electric Station (SSES) Radiation Protection Standards and Responsibilities.
Specifically, the NRC concluded that the employee forgot to log out and monitor his/her electronic dosimeter because he/she was overly focused on a job.
Nevertheless, failing to log out when exiting the radiologically controlled area (RCA) and to monitor an electronic dosimeter while working in the RCA was a violation of NDAP-QA-0623, steps 6.2.6.a and 6.2.9. The safety significance of the violation was determined to be minor because no exposure limits were exceeded and there was no spread of contamination. The matter was entered into your corrective action program and corrective actions were taken. Minor violations represent items of low safety significance and are not subject to formal enforcement action or documentation by the NRC. Therefore, this minor violation will not be documented in an inspection report, and no further regulatory action is planned.
