Dear Mr. R. William Borchardt:
I am writing this letter to explain a problem I have with what appears to be a PWR practice.
My recollection from when I worked on an Operations Department shift at a BWR is that, when there was a problem with the turbine, (like high vibration), the turbine was tripped.
It followed that the reactor tripped automatically if the steam flow was above the capacity of the bypass valves.
Recently, I have been reading about a couple of PWR turbine vibration problems where the practice appears to be to trip, not the turbine, but the reactor. Could you have somebody check that what is presently being done is appropriate?
(The two problems I have seen are the Cook 1 turbine blade failure in about September, 2008, and Palo Verde 3 from Event Number 44970.)
