UPCOMING INSPECTIONS OF THE BYRON STATION INDEPENDENT SPENT FUEL STORAGE INSTALLATION

Dear Mr. Enright:

The purpose of this letter is to encourage and highlight the importance of good coordination between our staffs during your Independent Spent Fuel Storage Installation (ISFSI) activities.

Experience from our inspections has highlighted communication and coordination challenges that have, on occasion, become an impact on both the licensee and the NRC. Our goal is to minimize, to the extent possible, the NRCs impact on your ISFSI critical path schedule, while ensuring that the NRC inspections are conducted in a timely and efficient manner.

Our March 4, 2009, Annual Assessment Letter from Ms. Cynthia Pederson to Mr. Charles Pardee provided our ISFSI inspection plans in the coming months. The inspections, particularly during dry-run demonstrations, involve in-depth reviews of your staffs approved and accepted documentation and direct inspection of key activities during ISFSI operations. Furthermore, the NRC inspections involve coordinated efforts with staff from the NRC headquarters, other regional divisions, and the Division of Nuclear Materials Safety primary ISFSI inspectors.

Given the sometimes dynamic nature of ISFSI activity schedules and the need for the NRC to effectively schedule ISFSI inspection work-load at many sites in Region III, we would like to emphasize the importance of open, frequent communications between our respective staffs.

Recently at the Byron Station there have been difficulties in coordination of activities with the NRC and delays in meeting commitments regarding calculation completions. We understand that schedule changes can and do occur due to unforeseen circumstances. The inspectors do accommodate scheduling changes, where possible. However, the sooner that we are made aware of scheduling delays and changes the more effectively we can perform our work and minimize impact to your schedule.
