PUBLIC MEETING TO DISCUSS IMPROVEMENTS TO THE U.S. NUCLEAR REGULATORY COMMISSION FUEL CYCLE OVERSIGHT PROCESS

Dear Mr. Killar:

This letter confirms our conversation during the public meeting on June 5, 2009, concerning a subsequent meeting with Nuclear Energy Institute and industry representatives. The purpose of the meeting is to discuss elements of a Revised Fuel Cycle Oversight Process (RFCOP). We plan to: 1) discuss the definition of performance deficiency; 2) reach consensus on the fuel cycle facility oversight process and the regulatory framework; 3) discuss cornerstone definitions; and

4) discuss cornerstone selection and related performance indicators and significance determination process beginning initially with emergency preparedness and criticality safety.

This meeting, which is open to the public, is scheduled for June 22, 2009, from 1:00 p.m. to 5:15 p.m. and will be held at the U.S. Nuclear Regulatory Commission (NRC) Executive Boulevard Building, 6003 Executive Boulevard, Rockville, Maryland, in room E-1 B13. This will be a Category 2 meeting in which members of the public are invited to participate in this meeting by discussing regulatory issues with the NRC at designated points identified on the agenda, per the NRC policy statement Enhancing Public Participation in NRC Meetings, published in the Federal Register: May 28, 2002 (Volume 67, Number 102, Pages 36920-36924). Copies of the meeting notice and agenda are enclosed.

Interested stakeholders and other members of the public should contact the meeting coordinator Jonathan DeJesus at (301) 492-3177 by June 18, 2009, indicating their intention to attend. This will ensure that sufficient copies of meeting materials are available. Also, interested members of the public can participate in this meeting via toll-free audio teleconference. Because meetings are sometimes cancelled as a result of unforeseen circumstances, members of the public should contact the meeting coordinator at the number shown above to confirm that the meeting will occur as scheduled.
