1. We have enclosed one copy of the following documents:
1. Description and Justification for Proposed Changes to the OQAM 2. Updated pages which constitute OQAM Revision 27 3. OQAM Revision 26 mark-up, identifying changes through the use of strikeovers and inserts The major changes in this revision include:
  • clarification of Quality Control review of Work Documents
  • clarification of applicability of OQ AM Section 12 to permanent plant process instrumentation
  • a more consistent description of types of documents subject to document controls
  • adopt CP-I89 for Non Code NDE personnel qualification
  • change title of Vice President Nuclear to Vice President Nuclear Operations a subsidiary of Ameren Corporation ULNRC-05615 May 21,2009 Page 2
  • changed organization responsible for fire marshal_monitoring
  • clarified Fire Protection auditing requirements
  • changed On site Review Committee Chairman from Manager, Nuclear Operations to Plant Director.

Also made Plant Director reviewer/approver of Administrative Procedures, Security Plans, and RERP Revision 27 incorporates OQAM change notices08-003, 08-004,08-006, 08-007,08-008, 08-009,08-010, & 09-001 which were previously reviewed internally.

These changes were determined to not represent reductions in the Operating Quality Assurance Program as previously accepted by the NRC. The OQAM continues to maintain focus on activities affecting quality, consistent with importance to safety, including compliance to 10CFR50, Appendix B requirements.

OQAM Change Notices were previously reviewed internally and determined to not represent reductions in the Operating Quality Assurance Program, as previously accepted by the NRC. The OQAM continues to meet the requirements of 10CFR50, Appendix B. REFERENCE

DESCRIPTION OF CHANGES OQAMCN 08-003 6.2 footnote & 12.1 6.2 Footnote adds QC as someone who can assign inspection points and identifies that work authorizing documents are routed to QC before work starts and after completion.

12.1 Clarifies when permanently installed process instrumentation falls under Section 12-Control of Measuring and Test Equipment.

OQAMCN08-004 2.6, 5.4, 6.6 and Footnote to The change provides a more consistent description in the 6.2 OQAM of the types of documents that are subject to controls.

Specifically, the change specifies that policies, manuals, and work authorizing documents are reviewed, approved and controlled in accordance with Administrative Procedures.

OQAMCN 08-006 9.3 Revise OQAM 9.3 to say, "When non-code NDE is performed, personnel shall be qualified to the version of SNT -TC-1 A or CP-189 used to meet AmerenUE's current commitment to the ASME B&PV Code." OQAMCN 08-007 1.9, 1.9.1,2.7 and 13.1 COMN 2293 and 43030 are historical commitment numbers and are being deleted. OQAM CN 06-006 deleted 2293 from 13.2 but did not correct 1.9,2.7 and 13.1. Additionally, COMN 43030 is historical and is being deleted. This is an editorial change per procedure GDP-ZZ-00600.

OQAMCN 08-008 1.7,1.10,1.14,1.15,4.10.1, Change title of "Vice President, Nuclear" to "Vice President, 4.11,4.12,4.13,5.3.1, and Nuclear Operations" in OQAM Chapters 1 & 5, and change title 7.9 of "Purchasing" to "Supply Chain Operations" in OQAM Chapters 4 and 7. This change is editorial.

OQAMCN 08-009 18.8(e), 1.9.1, 1.12 Change 1.9.1 and 1.12 to move responsibilities for Fire Marshal monitoring.

Change for 18.8 (e) clarifies Fire Protection Audit schedule and coverage.

OQAMCN 08-010 1.22.1, 1.22.1.8.b), This change designates the Plant Director as On-Site Review 1.22.1.8.f), 2.6.3), 5.3, 5.3.1 Committee (ORC) Chairman replacing the Manager, Nuclear Operations.

Plant Director is also replacing the Manager, Nuclear Operations as approver of administrative procedures, RERP, and RERP Implementing Procedures.

OQAMCN 09-001 1.1,1.2 Added a footnote to the term Nuclear Generation in 1.2. "Organization titles 'Nuclear Division', 'Nuclear Function', 'Nuclear Business Line' or 'Nuclear Segment' used in written instructions are equivalent to the generic title 'Nuclear Generation' used in the FSAR and this OQAM." Also changed "Section" to "Chapter" in 1.1.
