PUBLIC MEETING TO DISCUSS IMPROVEMENTS TO THE NRC FUEL CYCLE OVERSIGHT PROCESS

Dear Mr. Fertel:

This letter confirms the telephone conversation between Mr. Felix Killar and myself on May 6, 2009, concerning a meeting with NEI and industry representatives regarding the NRC's fuel cycle oversight process (FCOP). The purpose of the meeting is to discuss NRC plans to revise the FCOP and get industry feedback on these plans and to review recent industry activities for revising the process. The NRC plans to develop an oversight template for the FCOP to produce a process that is more risk-informed and performance based. The goals of a revised FCOP are to produce NRC assessment results that are objective, predictable and transparent, leveraging risk insights from Integrated Safety Analyses (ISAs). We expect one outcome of the meeting would be to reach alignment on where the industry and NRC are relative to moving forward with process improvements.

This meeting, which is open to the public, is scheduled for June 4, 2009, from 8:30 a.m. to 5:00 p.m. (EDT) and June 5 from 8:30 a.m. to 12:00 noon and will be held at the NRC Region II Office, Sam Nunn Atlanta Federal Center, 61 Forsyth Street SW, Suite 23T85, Atlanta, Georgia 30303, in the NRC Main Conference Room. This will be a Category 2 meeting in which members of the public are invited to participate in this meeting by discussing regulatory issues with the NRC at designated points identified on the agenda, per the NRC policy statement Enhancing Public Participation in NRC Meetings, published in the Federal Register: May 28, 2002 (Volume 67, Number 102, Pages 36920-36924). Copies of the meeting notice and agenda are enclosed. Note that the meeting agenda is draft acknowledging that the agenda may change somewhat as the meeting proceeds.

We are expecting that NRC staff and licensee and certificate holder representatives will be making presentations on improvements, with an opportunity for followup discussion on each presentation.

Interested stakeholders and other members of the public should contact the meeting coordinator Mr. Russell Gibbs at (404) 562-4806 indicating their intention to attend by June 1, 2009. This will ensure that sufficient copies of meeting materials are available. Also, interested members of the public can participate in this meeting via toll-free audio teleconference. For details, please see the enclosed meeting notice. Because meetings are sometimes cancelled as a result of unforeseen circumstances, members of the public should contact the meeting coordinator at the number shown above to confirm that the meeting will occur as scheduled.
