RIVER BEND STATION, UNIT 1 - DRAFT PARTIAL SAFETY EVALUATION FOR LICENSE AMENDMENT APPLICATION (TAC NO. MD7966)
Dear Sir or Madam:
By application dated January 25, 2008, as supplemented by letter dated April 14, 2009, Entergy Operations, Inc., submitted a license amendment request (LAR) to the U.S. Nuclear Regulatory Commission (NRC) staff for review. The proposed change revises Technical Specification 3.7.5, "Main Turbine Bypass System," for River Bend Station, Unit 1 (RBS), allowing the reactor operating limits to be modified, as specified in the RBS Core Operating Limits Report (COLR).
to compensate for an inoperable Main Turbine Bypass System (MTBS). Enclosed for your review and comment is a copy of the NRC staffs draft partial safety evaluation (SE) for the LAR.
Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), the NRC staff has determined that the enclosed draft SE does not contain proprietary information.
However, the staff will delay placing the draft SE in the public document room for a period of 10 working days from the date of this letter to provide you with the opportunity to comment on any proprietary aspects. If you believe that any information in the enclosure ;s proprietary, please identify such information line-by-Iine and define the basis pursuant to the criteria of 10CFR 2.390. After 10 working days, the draft partial SE will be made publicly available. and an additional 10 working days are provided to you to comment on any factual errors or clarity concerns contained in the draft partial SE. The final SE will be issued after making any necessary changes and will be made publicly available. The NRC staffs disposition of your comments on the draft partial SE will be discussed in the final SE.
To facilitate the NRC staffs review of your comments on any proprietary aspects. please provide a marked-up copy of the SE showing proposed changes.
The Enclosure contains Proprietary Information. Upon separation from the Endosure, this letter is decontrolled.
