Nuclear Regulatory Commission's (NRC) Request for Federal Emergency Management Agency's (FEMA) Assistance for Design Interpretation of the Alert and Notification System (ANS) at Joseph M. Farley Nuclear Power Plant (FNP) with regard to the Tone Alert Radio (TAR) Program

Dear Mr. Kahler:

This memorandum responds to your letter dated November 26, 2008 in which you requested assistance for design interpretation and operations reviews of the Farley Nuclear Power Plant Alert and Notification System with particular emphasis on the TAR program.

To ensure the NRC has a comprehensive understanding of the situation at FNP, FEMA undertook to assess the current design viability in addition to answering your specific questions. A copy of the design report review is at Attachment 1, while the specific answers to your seven questions as provided to us from FEMA Region IV is Attachment 2.
