Draft RAI questions from Technical Specifications Branch on LBLOCA/TSTF 363 Amendment
- Jim, By letter dated November 25, 2008 (ADAMS Accession No. ML083330160), as supplemented by letter dated March 4, 2009 (ADAMS Accession No. ML090771303), FPL Energy Point Beach, LLC, (the licensee) submitted a license amendment request regarding the Point Beach Nuclear Plant, Units 1 and 2, to adopt TSTF-363, Revision 0.
The Technical Specifications Branch has been reviewing the submittal and has determined that additional information is needed to complete its review. We would like to discuss the questions, in draft form below, with you in a conference call.
This e-mail aims solely to prepare you and others for the proposed conference call. It does not convey a formal NRC staff position, and it does not formally request for additional information.

Explain how the proposed revision in Technical Specification (TS) 5.6.4 requires that the Core Operating Limits Report (COLR) contain the complete identification for each of the TS referenced topical reports used to prepare the COLR (i.e., report number, title, revision, date, and any supplements).
Background:
TSTF-363, Revision 0, allows modification of TS 5.6.4, Core Operating Limits Report (COLR), to identify the Topical Reports only by number and title vice number, title, and date. This is allowed since the COLR will contain the complete identification for each of the TS referenced topical reports used to prepare the COLR (i.e., report number, title, revision, date, and any supplements).
The licensee is proposing to adopt TSTF-363, and as a result, the proposed TS will only identify the Topical Reports by number and title. However, the licensee is not proposing to add the statement The COLR will contain the complete identification for each of the TS referenced topical reports used to prepare the COLR (i.e., report number, title, revision, date, and any supplements) into TS 5.6.4. The statement is found in TSTF-363.
10 CFR 50.36(c)(5) states that TS will contain Administrative Controls which are the provisions relating to organization and management, procedures, recordkeeping, review and audit, and reporting necessary to assure operation of the facility in a safe manner.
It is unclear how the proposed revision in TS 5.6.4 will require that the COLR contain the complete identification for each of the TS referenced topical reports used to prepare the COLR (i.e., report number, title, revision, date, and any supplements), in order to assure safe operation of the facility per 10 CFR 50.36(c)(5).
