You are the "experts" on the safety of nuclear plants. If you certify that the plant can be operated safely for another 25 years, even though it is already past its design age, how will you justify the decision if an accident happens? "Oops, looks like we were wrong on that one. Sorry, folks!"
There is no way you can be right if you grant relicensing. If you relicense and no accident happens, you will have been right by accident. It has been documented that a lot of the underground piping is leaking or otherwise of unknown integrity. You cannot foretell the future if you have not adequately assessed the present.
I urge you to be honest about what you know and don't know. There is no cost/benefit analysis that can hold up if the cost includes potential devastation of the New York region. In light of that, I cannot imagine any basis for allowing Indian Point to continue to operate. Alternatively, with the plant closed, the cost will include a marginally higher electric rate but the benefit will be beyond price.
Please do not relicense Entergys Indian Point.
