Date: May 18, 2002 Re: Firing of Westchester's Deputy Commissioner of Emergency Services As a resident of Westchester County, I have even less confidence now than ever in the bogus Evacuation Plan within the 10 mile radius surrounding Indian Point. Perhaps the NRC has as difficult a time "connecting the dots" as did the Bush administration with the warnings preceding the 9/11 attacks, but we are under alert for nuclear plant attacks in the future, and we have no workable way of evacuating. The only recourse that could demonstrate the NRC's objectiveness concerning the world's most attractive terrorists' target is to decommission and dismantle Indian Point NOW.

Indian Point Evacuation Plan To Whom It May Concern:
The recent firing of Christopher Kozlow as the Westchester County Deputy Director of Emergency Preparedness, whose responsibilities included upgrading the Indian Point evacuation plan, underscores the validity of Assemblyman Richard Brodsy's 46 page report that the evacuation plan, as currently written, is predicated on numerous unrealistic assumptions (such as no use of cell phones by school children being evacuated and that one-half of residents without their own vehicles will be picked up by public transportation at regular bus stops), and will be largely ineffective.
It is my belief that nuclear plant operating licenses require that a workable evacuation plan be in place, and if this condition is not met, that licenses are suspended. Can you tell me why this mandate is being waived by the NRC for Indian Point? And furtheýr, what role is the NRC playing in helping to create a valid and workable plan, if that is possible in this densely populated area?

indian point As someone who lives 11 miles from Indian Point I am very concerned about the safety of the Plant. I am now especially concerned in light of the increased terror attack warnings and the firing of their Security Chief. What assurances do the near by residents have of safety? At the moment I and everyone else I speak to feel extremely vulnerable. What is the NRC waiting for?

Indian Point As a mother of two children in Westchester County, NY the repeated terrorist warnings involving Nuclear Power Plants have me very concerned. Indian Point, with its close proximity to New York City and location in a densely populated area is without a doubt a prime target. Even in the case of a "small scale" disaster incredible panic and mayhem would ensue and the evacuation plan is clearly unworkable.
With all of the current focus on advance planning, it seems that closing Indian Point is the only prudent solution. At the very least, the evacuation plan needs to be reassessed IMMEDIATELY before it is too late.

Dear Sirs and Madams,
I am writing to inform you that the evacuation plan for a radiological emergency at Indian Point, which is contained within the Westchester County's Emergency Response Plan, is unworkable. As a result, the nuclear plants at Indian Point should be closed and their owner's license to operate revoked according to NRC regulations.
County Executive Spano in this past week has admitted that improvements to the evacuation plan that were needed to make it work have not been implemented. Furthermore, he has stated that the county will base its September drill on this unworkable evacuation plan.
Documentation of the plan's weaknesses and ineffectiveness has been mounting and the evidence of overwhelming. NYS Assemblymember Richard Brodsky has written a very comprehensive report on the plan's inadequacies, which I hope you have read. Westchester County has been holding public hearings to document the plan's inadequacies. Residents in Westchester and the surrounding counties have written to the news media and to their public officials documenting the inadequacies of the plan. Finally, the recently fired Westchester County Deputy Commissioner of Emergency Services called aspects of the plan, "criminal."
As required by law, there must be a plan to evacuate me, my family, my neighbors, and my community.
Despite Governor Pataki and County Executive Spano's assurance to you, it does not exist. Please help us by closing down the plant until a plan can be developed. I would also encourage you to investigate how Gov. Pataki and CE Spano have misled the NRC by certifying a plan that does not exist. I anxiously await your reply.

PatricK Milano - Part.O00 Based on recent news pieces about the Indian Point evacuation plan, I am writing to implore you to rescind certification of this plan. Despite Governer Pataki and County Executive Spano's approval of said plan, it was long ago determined to be woefully inadeqate, but we were the public, were continually assured that Spano's office was correcting it. We learned yesterday in the news that absolutely no improvements have been made to the plan and that it will not be ready for a drill in September, and that they have petitioned the NRC to give an extension. Mr.
Spano fired a staffer, blaming him for the snafu. Regardless of why or how this happened, the fact remains that we citizens are not protected or informed of what to do if there is an accident or attack at Indian Point. A plant CANNOT be operated without a feasible, approved evacuation plan and I request that you move for the plant to be closed in it's absence.
