This letter is to inform the NRC of a change to the VNC Site Physical Security Plan in accordance with 10 CFR 50.54. VNC considers this change to "not reduce the effectiveness of the security program."

Attached is the revised Security Plan for GE-Hitachi Nuclear Energy Americas, LLC's (GE-H) Vallecitos Nuclear Center (VNC). This is a revision of the plan currently in effect at VNC, including the Nuclear Test Reactor (NTR) license R-33, Docket 50-73. This change will be effective 16 March 2009.

The previously communicated implementation schedule is unaffected by this modification.
