- Jim, By letter dated July 24, 2008, (ADAMS Accession No. ML082240685), FPL Energy submitted a license amendment application for Point Beach Nuclear Plant Units 1 and 2, regarding spent fuel pool criticality control.
The Steam Generator Tube Integrity and Chemical Engineering Branch has reviewed the information provided and determined that in order to complete its evaluation of the removal of credit for Boraflex neutron absorbing material, additional information is required. We would like to discuss the questions, in draft form below, with you in a conference call.
This e-mail aims solely to prepare you and others for the proposed conference call. It does not convey a formal NRC staff position, and it does not formally request for additional information.

- 1. In the application, the licensee is proposing to no longer credit Boraflex for criticality in Point Beachs Boraflex storage racks. Currently, the licensee is committed to periodic sampling of the Boraflex in the spent fuel pool as stated in their October 23, 1996 response to Generic Letter (GL) 96-04, Boraflex Degradation in the Spent Fuel Pool Storage Racks. However, it is not clear in the submittal whether the licensee is intending to continue the Boraflex Monitoring Program. Please clarify whether the existing Boraflex Monitoring Program will continue to be implemented.
- 2. If the Boraflex monitoring program will be discontinued as a result of this proposed license amendment request, please explain how Point Beach will be able to identify and mitigate any degradation of the Boraflex that may impede other plant operations.
Examples may include excessive silica levels impacting the spent fuel pool chemistry or an unforeseen damage mechanism to the Boraflex cladding that may impact safe fuel handling.
