IP2 elected to Install a SBO I Appendix R diesel generator and associated switchgear necessary to achieve and maintain cold shutdown conditions independent of the normal safeguards and instrumentation power supplies and to function as the alternate ac power supply operated from outside the Control Room.

The lndlan Point Unit 2 alternative shutdown capability consists of an arrangement of 6.9KV and 460V ac switchgear, 480V ac motor control centers, power cables, 480V ac power transfer switches, 120V ac distribution panels, instrumentisolationand power aabinets, local instrument indication cbblnets and associated Instrument cables designeddDprQVid8an alternative safe shutdown capabifity. The Appendix R diesel power system is desighed to be independent and sufficiently Isolated from the existing emergency power system to ensure the availability of power to the Safe shutdown'pumps and instruments of concern In the event of fires.

The SBO /Appendix R Diesel also supports compliance with Station Blackout (SBO) rule. The new alternate AC power supply meets the crlteria (Reference 1) because the power supply and distribution is protected from severe weather (shielded by structures or buried), support services (e.9.. air and DC) are independent, it is well in excess of the approximately 2,072 e SBO SER (Reference Z ) , system reliabflitywill be maintained at 0.95Using NSAC-108 m nit is capable of started and loaded within one hour. APPblCABlLlrY 10CFRSO Appendix R requires that one train of equipment necessary to achieve MODE 3 from either the control room or emergency control station(s3 must be maintained free of fire damage by a single fire lnduding an exposure fire. With the Appendix R diesel or Its electrical dlstribution system inoperable, this condition cannot be met for specific fires, The SBO events are postulated during plant operations and coping studies are performed for conditions at power. Therefore the LCO requirements for Appendix R are controlllng. Therefore the SBO /

Appendix R dlesel is required prlor to going above MODE 5.

This Technical Requirement allows changes in operating MODE while relylng on Required Actlons. Allowance of this exception 10 TRO 3.0;B.is.ba ent requiring the use of such systems and reasoning that such systems can operation without a significant risk of a spurious plant trip.

The capability of the batteries 10 perform8 function is estabkhed when they are used to start the SBO /Appendix R diesel every quarter.

TRS 3.8.8.4 This surveillance establishes that the battery charger is operatlng at the required parameters

Starting and bringing the SBO /Appendix R diesel to operatlng conditions on a quarterly frequency Is consistent with the Alternate AC Power Criteria Identified in Appendix B section of NUMARC 87-00, Guidelines and Technical Bases For NUMARC Initlatives.
