RAI 2.3.3.11-01 BACKGROUND:

License renewal rule 10 CFR 54.21(a)(1) requires applicants to identify and list all components subject to an AMR. The staff confirms inclusion of all components subject to AMR by reviewing the component types within the license renewal boundary.

ISSUE:

During the scoping and screening review process the continuation of lines within the scope of license renewal from one drawing to another could not be established.

Drawing numbers and/or locations for the continuations were not identified.

NSPM Response to RAI 2.3.3.11-01 On drawing LR-39605-1, location A-4, To #121, #122, & #123 Dryer, the License Renewal boundary continues through piping, fittings and flexible connections to the dryer heater assemblies, and returns at location B-4, From #121, #122 & #123 Dryer.

The piping, fittings, flexible connections and the dryer heaters are within the scope of License Renewal per 10 CFR 54.4(a)(2). The exhaust air side of the laundry dryers is shown on drawing LR-39600, location F-5, Laundry Dryers. The dryer heater assemblies which are supplied by the Heating System are not explicitly shown on License Renewal Boundary Drawings. Heaters and Piping/Fittings are included in LRA Table 2.3.3-11.

On drawing LR-39605-1, location A-4, To #121, #122 & #123 Washer, the License Renewal boundary continues through piping, fittings and flexible connections to the washer shell assembly. The piping, fittings, flexible connections and washer shell are within the scope of License Renewal per 10 CFR 54.4(a)(2). To address the flexible connections in the Heating System that are within the scope of License Renewal, the following changes are hereby made to the LRA:

On drawing LR-39605-1, location F-4, a welded pipe cap should be shown on the left side of the 11/2 line To Deaerator. The welded cap is within the scope of License Renewal. The right side of the 11/2 line To Deaerator connects to the 3 line shown on the Deaerator header (location F-5) upstream of PI 11140. The connecting line is within the scope of License Renewal per 10 CFR 54.4(a)(2). Scoping of the 3 line at the Deaerator as not within the scope of License Renewal is incorrect; this line should be shown as within the scope of License Renewal per 10 CFR 54.4(a)(2).

A License Renewal system boundary break should be shown at the outlet of valve HS-31B-26 between the Heating (HS) System and the Plant Sample (SM) System. The connecting line is within the scope of License Renewal per 10 CFR 54.4(a)(2).

On drawing LR-39605-1, location D-5, the lines at valves HS-128-2 and HS-31A-1, are line drains; the License Renewal boundary ends at the free end of the drain pipe.

On drawing LR-39605-1, location C-2, the line and valve shown below PI-11350, should be connected to PI-11350; the connecting line is within the scope of License Renewal per 10 CFR 54.4(a)(2).

RAI 2.3.3.11-03 BACKGROUND:

In License Renewal Application (LRA) Section 2.3.3.11, Tanks and Sight Glasses are listed as component types of the HS system in scope for criteria 10 CFR 54.4(a)(2) with a pressure boundary intended function.

ISSUE:

On drawing LR-39605-1, location D2, the Gauge Glass on #121 Process Steam Condensate Return Unit is not highlighted in scope for license renewal, while the Return Unit itself is in scope. Sight Glass components on other tanks are highlighted as in scope for license renewal.

REQUEST:

Provide justification for not including the Gauge Glass in the scope of license renewal.

If the Gauge Glass is in scope and does not belong to the Sight Glass component type, provide justification for not including this component type in Table 2.3.3-11.

NSPM Response to RAI 2.3.3.11-03 On drawing LR-39605-1, locations D-2 and D-6, the condensate return unit gauge glasses should be shown as within the scope of License Renewal. Gauge glasses are evaluated as Sight Glasses and are included in LRA Table 2.3.3-11.

In LRA Section 2.3.3.11, portions of the Heating System (HS) system are within scope based on criteria 10 CFR 54.4(a)(2).

ISSUE:

On drawing LR-39605-3, location B7, valve HS-35A-1 and attached piping are not highlighted as in scope for license renewal, but are directly connected to a 2 HWS line that is marked in scope for criteria 10 CFR 54.4(a)(2).

REQUEST:

Provide justification for not including valve HS-35A-1 in the scope of license renewal.

NSPM Response to RAI 2.3.3.11-04 On drawing LR-39605-3, location B-7, valve HS-35A-1 and attached piping should be shown as within the scope of License Renewal. Piping/Fittings and Valves are included in LRA Table 2.3.3-11.

Request for Clarification LRA section 2.5.4 Electrical Connector Contacts (Metallic Connector Pins Exposed to Borated Water) includes only Electrical Pinned connectors exposed to borated water.

However, NRC Staff position, stated in NUREG 1801, Rev. 1, Volume 1, Table 6, ID 5, and Volume 2 chapter XI.M10, includes all connector contacts for electrical connectors in the plant exposed to borated water leakage. NUREG 1801, Rev. 1, Table 6, ID 5, does not limit it to the Electrical Connector Pins only.

Clarify that LRA section 2.5.4 Electrical Connector Contacts covers all Electrical Connector Contacts (Metallic) including Electrical Connector Pins exposed to the borated water or provide justification for deviating from Staff position stated in NUREG 1801, Rev. 1.
