ADVISORY COMMITTEE ON REACTOR SAFEGUARDS SCHEDULE FOR HOLDING A PUBLIC MEETING TO REVIEW THE TURKEY POINT NUCLEAR PLANT, UNITS 3 AND 4, LICENSE RENEWAL APPLICATION The Advisory Committee on Reactor Safeguards (ACRS) has scheduled a meeting of its Subcommittee on Plant License Renewal in Florida City, Florida, on March 13, 2002. The subcommittee will review the resolution of issues that were identified in the Nuclear Regulatory Commission's Safety Evaluation Report with Open Items Related to the License Renewal of Turkey Point Nuclear Plant, Units 3 and 4.

The meeting, which is open to the public, will be held at the City Hall, located at 404 West Palm Drive, Florida City, Florida, from 1:30 p.m until 4:30 p.m. This meeting will provide an opportunity for local residents to comment on the license renewal of the Turkey Point Nuclear Plant, Units 3 and 4. Details of how people can arrange to make oral statements are described in the January 31,2002, Federal Register notice (67 FN 4764). A copy of the Federal Register notice for this meeting is enclosed.

Finding of No Significant Impact On the basis of the environmental assessment, the NRC concludes that the proposed action will not have a significant effect on the quality of the human environment. Accordingly, the NRC has determined not to prepare an environmental impact statement for the proposed action.

For further details with respect to the proposed action, see the licensee's letter dated December 21, 2000. Documents may be examined, and/or copied for a fee, at the NRC's Public Document Room (PDRJ, located at One White Flint North, 11555 Rockville Pike (first floor),

\\LAdvisory Committee on Reactor f\\ Safeguards; Meeting of the Subcommittee on Plant License Renewal; Notice of Meeting The ACRS Subcommittee on Plant License Renewal will hold a meeting on March 13, 2002, City Hall, 404 West Palm Drive, Florida City, Florida.

The entire meeting will be open to public attendance.

The agenda for the subject meeting shall be as follows: Wednesday, March 13,2002-1:30 p.m. until the conclusion of business.

The Subcommittee will review the NRC staffs final Safety Evaluation Report related to the license renewal of Turkey Point Nuclear Power Plant Units 3 and 4. The purpose of this meeting is to gather information, analyze relevant issues and facts, and to formulate proposed positions and actions, as appropriate, for deliberation by the full Committee.

Oral statements may be presented by members of the public with the concurrence of the Subcommittee Chairman; written statements will be accepted and made available to the Committee. Electronic recordings will be permitted only during those portions of the meeting that are open to the public, and questions may be asked only by members of the Subcommittee, its consultants, and staff. Persons desiring to make oral statements should notify the Designated Federal Official named below five days prior to the meeting, if possible, so that appropriate arrangements can be made.

During the initial portion of the meeting, the Subcommittee, along with any of its consultants who may be present, may exchange preliminary views regarding matters to be considered during the balance of the meeting.

The Subcommittee will then hear presentations by and hold discussions with representatives of the NRC staff and other interested persons regarding this review.

Further information regarding topics to be discussed, whether the meeting has been canceled or rescheduled, and the Chairman's ruling on requests for the opportunity to present oral statements and the time allotted therefor, can be obtained by contacting the Designated Federal Official, Mr.

SUMMARY

The Nuclear Regulatory Commission's (NRC) Office of Nuclear Material Safety and Safeguards (NMSS) is announcing the availability of a draft document "Consolidated NMSS Decommissioning Guidance:

Decommissioning Process" (NUREG-1757, Vol. I), for public comment. This document provides guidance for the planning and implementation of the termination of licenses issued through NMSS's licensing programs. The guidance is intended for NRC staff, licensees, and the public and is being developed in response to the NMSS performance goals, in the NRC's Strategic Plan, of: Making NRC activities and decisions more effective, efficient, and realistic; and reducing unnecessary regulatory burden on stakeholders. NRC is seeking public comment in order to receive feedback from the widest range of interested parties and to ensure that all information relevant to developing the document is available to the NRC staff. This draft document is being issued for comment only and is not intended for interim use. The NRC will review public comments received on the draft document. Suggested changes will be incorporated. where appropriate, in response to those comments, and a final document will be issued for use.

DATES: Comments on this draft document should be submitted by May 1,2002. Comments received after that date will be considered to the extent practicable.
