Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555 Monticello Nuclear Generating Plant Docket 50-263 Renewed Facility Operating License No. DPR-22 Update to MNGP Technical Specification Bases and Technical Requirements Manual This letter provides the Northern States Power Company - Minnesota updates to the Monticello Nuclear Generating Plant (MNGP) Technical Specification (TS) Bases and Technical Requirements Manual (TRM) in accordance with 10 CFR 50.71 (e). Enclosure 1 provides a current copy of the entire MNGP TS Bases (through Revision I I). Enclosure 2 provides a current copy of the MNGP TRM (through Revision 2).
A description of changes to the TS Bases is provided in Table 2, "Technical Specification Bases Record of Revisions," located near the front of Enclosure I (file 001 below). A description of changes to the TRM is provided in Table 2, "TRM Record of Revisions,"
located near the front of Enclosure 2 (file 002 below). Both enclosures are provided for submittal in their entirety electronically, in accordance with the U.S. NRC, "Guidance for Electronic Submissions to the NRC," Revision 4, dated October 29, 2008.
