To follow up our telephone discussion, here is the section from Reg. Guide 4.2, Supplement 1 regarding cumulative impacts (html version at http://www.nrc.gov/reading-rm/doc-collections/reg-guides/environmental-siting/active/04-002/index.html). NRC regulations at 10 CFR 51.14(b) incorporate the definitions from the CEQ regulations listed below (40 CFR 1508.7 and 1508.8)

Cumulative, Direct, and Indirect Impacts Environmental impacts, or effects, include direct effects, indirect effects, and cumulative effects. Each type of effect is to be considered in the assessment of environmental issues and is to be discussed in proportion to the significance of the impact attributed to license renewal. (See Impact Findings above.) Definitions of the three types of effects are given in the Council on Environmental Quality regulations, 40 CFR Part 1508. Cumulative impact is defined in 40 CFR 1508.7.

"Cumulative impact" is the impact on the environment which results from the incremental impact of the action when added to other past, present, and reasonably foreseeable future actions regardless of what agency (Federal or non-Federal) or person undertakes such other actions. Cumulative impacts can result from individually minor but collectively significant actions taking place over a period of time.

Direct and indirect effects are defined in 40 CFR 1508.8.

"Effects" include:

  • Direct effects, which are caused by the action and occur at the same time and place.
  • Indirect effects, which are caused by the action and are later in time or further removed in distance, but are still reasonably foreseeable.

Also from Reg. Guide 4.2, Supplement 1, in the section describing Chapter 4, regarding analysis:

"Direct, indirect, and cumulative effects should be analyzed. The cumulative or indirect effects of the action may be of moderate or large significance even when the direct effect is of small significance. These effects are defined in the Introduction to this guide."
