NRC PARTICIPATION IN THE MONTICELLO AUGUST 2009 EMERGENCY PREPAREDNESS EXERCISE (PLUME-PHASE AND INGESTION PATHWAY PHASE)

Dear Mr. OConnor:

The U. S. Nuclear Regulatory Commission routinely participates in licensees emergency preparedness exercises to ensure that the NRCs Incident Response capabilities are effectively maintained and to provide licensees an opportunity to exercise the interface with the NRC that may occur during the response to an incident at their sites. The purpose of this letter is to inform you of our intent to participate in the Monticello Emergency Preparedness Exercise that is scheduled to occur over a 2-day period, August 18 and 19, 2009. The plume phase will occur on the first day, August 18, 2009; and the ingestion pathway phase will occur on the second day, August 19, 2009. Currently, the extent of participation will involve NRC Headquarters response staff, including participation by the NRC Chairman or one of the NRC Commissioners, as well as regional response staff.

During the first day of the exercise, the NRCs response will involve activating our Region III Incident Response Center and our Headquarters Operations Center, and sending an NRC Site Team, including our resident inspectors, to your facilities. During the second day of the exercise, we will send a few regional staff members to the Federal Radiological Monitoring and Assessment Center (FRMAC) which will be located at the State Emergency Operations Center.

If our scope of participation changes, we will contact your emergency preparedness staff to discuss the changes. We will also be coordinating with your staff to schedule pre-exercise outreach presentations and training opportunities given by our emergency response coordinators. The NRC outreach and training are offered to your staff to further reinforce concepts related to NRC incident response activities.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
