CLARIFICATIONS REQUESTED PRAIRIE ISLAND NUCLEAR GENERATING STATION DOCKET NO. 50-282, AND 50-306 TAC MD8513, MD8514 CLARIFICATION ON SECTION 2.5-01 LRA section 2.5.3 Inaccessible Medium Voltage Cables and Connections (Insulation),

Underground, Buried includes only items listed in LRA section 2.5.3A, 2.5.3B, and 2.5.3C.

However, NRC Staff position, stated in NUREG 1801, Rev. 1 Volume 1, Table 6 ID 4, and Volume 2 chapter XI.E3, includes all inaccessible medium voltage cables and connections (Insulation), underground, buried, in the plant and not subject to 10CFR50.49 EQ requirements.

NUREG 1801 Rev. 1 does not specify or limit to LRA section 2.5.3A, B, C.

Clarify that LRA section 2.5.3 Inaccessible Medium Voltage Cables and Connections (Insulation), Underground, Buried, covers all inaccessible medium voltage (2KV-35KV) cables and connections in the plant including items listed in LRA section 2.5.3A, 2.5.3B, and 2.5.3C or provide justification for deviating from Staff position stated in NUREG 1801, Rev. 1.

CLARIFICATION ON SECTION 2.5-02 LRA section 2.5.4 Electrical Connector Contacts (Metallic Connector Pins Exposed to Borated Water) includes only Electrical Pinned connectors exposed to borated water. However, NRC Staff position, stated in NUREG 1801, Rev. 1, Volume 1, Table 6, ID 5, and Volume 2 chapter XI.M10, includes all connector contact for electrical connectors in the plant exposed to borated water leakage. NUREG 1801, Rev. 1, Table 6, ID 5, does not limit it to the Electrical Connector Pins only.

Clarify that LRA section 2.5.4 Electrical Connector Contacts covers all Electrical Connector Contacts (Metallic) including Electrical Connector Pins exposed to the borated water or provide justification for deviating from Staff position stated in NUREG 1801, Rev. 1.

CLARIFICATION ON SECTION 2.5-03 LRA 2.5.6 excluded main generator output Iso-phase bus duct. NRC Staff position, stated in NUREG 1801 Rev. 1, Volume 1 ID 7, 8 and Volume 2 Chapter 2 Chapter XI.E4, does not specifically exclude the main generator output iso-phase bus duct. Provide justification for deviating from Staff position stated in NUREG 1801, Rev. 1.

Clarify that LRA section 2.5.6 Metal Enclosed Bus and Connections (Bus/Connections, Enclosure Assemblies, Insulation/Insulators) covers all Metal Enclosed Bus and Connections (Bus/Connections, Enclosure Assemblies, Insulation/Insulators) in the plant including the metal enclosed bus and connections (Bus/Connections, Enclosure Assemblies, Insulation/Insulators) for the Station Blackout recovery path, and for the main generators per NUREG 1801 Rev. 1 Volume 1 (Table 6 ID 7, and 8), Volume 2 Chapter XI.E4.

CLARIFICATION ON SECTION 2.5-05

LRA section 2.5.10 Transmission Conductors and Connections included substation transmission cable 636 MCM ACSR from disconnect switch 89/1R to 161KV Bus #1 Transformer 1R (161KV/4.16KV). Since SBO recovery path starts from the first switchyard 345KV breakers, all cables from this breaker to the plant should be included.

Staff position, stated in NUREG 1801, Rev. 1, Vol. 1, Table VIA item 16, does not limit only to ACSR cables as stated in the LRA. As such, it should also include all other steel and aluminum transmission cables such as the overhead transmission ground cables and cable connections (for the lightening protection) over the offsite power supply line to the plant.
