WCNOC Amendment Request - Control Room Habitability - License Conditions Importance:
High Balwant - per our discussions this morning regarding the proposed license conditions. Letter WO 08-0001 (dated January 15, 2008) proposed a license condition (with 3 parts) based on the Federal Register Notice of Availability model application. Regarding subparts (b) and (c) of the proposed license condition.
(b) The first performance of the periodic assessment of CRE habitability, Specification 5.5.18.c.(ii), shall be within 3 years, plus the 9-month allowance of SR 3.0.2, as measured from August 16, 2004, the date of the most recent successful tracer gas test, as stated in the November 16, 2004, letter response to Generic Letter 2003-01, or within the next 9 months if the time period since the most recent successful tracer gas test is greater than 3 years.
The first performance of the periodic assessment of CRE habitability was performed in 2007 and completed on December 21, 2007.
(c) The first performance of the periodic measurement of control room pressure, Specification 5.5.18.d, shall be within 18 months, plus the 138 days allowed by SR 3.0.2, as measured from February 2, 2007, the date of the most recent successful pressure measurement test.
The current SR 3.7.10.4 requires verifying one CREVS train can maintain a positive pressure relative to the outside atmosphere during the CRVIS mode of operation with a Frequency of 18 months on a STAGGERED TEST BASIS. WCNOC procedure STS PE-004, "Aux Building and Control Room Pressure Test," is performed to satisfy this SR. The most recent successful performance of this procedure was completed on July 31, 2008. The next due date of this procedure is January 31, 2010. As discussed in the response to question 1 in letter ET 08-0048 dated October 27, 2008, TSTF-448, Revision 3, page 8, indicates that the CRE Habitability Program requires measuring differential pressure every [18] months on a STAGGERED TEST BASIS in a manner similar to the current requirements in the TSs. Performance of STS PE-004 would satisfy the periodic measurement of control pressure under Specification 5.5.18.d.
