Dear Mr. Pollock:
By letter dated April 23, 2007, as supplemented by letters dated May 3, and June 21, 2007, Entergy Nuclear Operations, Inc., submitted, for the U.S. Nuclear Regulatory Commission (NRC) review, an application to renew the Indian Point Nuclear Generating Unit Nos. 2 and 3, operating licenses for up to an additional 20 years. The license renewal application (LRA) was submitted pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. The staff determined that the LRA was complete and acceptable for docketing on July 25, 2007.
The staff has reviewed the Indian Point LRA and has developed the enclosed Safety Evaluation Report With Open Items related to the License Renewal of the Indian Point Nuclear Generating Unit Nos. 2 and 3, hereinafter referred to as the Safety Evaluation Report (SER).
This SER reflects the status of the staffs review of the LRA, requests for additional information (RAIs), the applicants responses to the staffs RAIs and other questions related to the LRA through November 6, 2008, unless otherwise noted. Issuance of the enclosed SER is an important milestone for both the applicant and the staff.
The staff has identified open items in its review that must be resolved before it can make a final determination on the application. The open items are summarized in SER Section 1.5, along with an explanation of the information required to satisfactorily resolve the issues.
In accordance with the schedule for completing the review of the LRA, the applicant is requested to review the enclosed SER, verify its accuracy, and provide comments and responses to open items to the staff within 60 days from the date of this letter. The staff continues to review information that you have already submitted on several of these open items.
We will assess your comments and additional information as they are provided. Upcoming milestones for this project include an Advisory Committee on Reactor Safeguards meeting on March 4, 2009 and a final SER which is currently scheduled to be issued on or about July 27, 2009.
