RADIATION PROTECTION INSPECTION - HATCH NUCLEAR PLANT

Dear Madison:

On February 9 - 13 and February 23 - 27, 2009, the NRC will perform a baseline Occupational Radiation Safety Inspection at Hatch Nuclear Plant, (NRC Inspection Procedures 71121.01, 71121.02, 71122.02, and Radiation Safety Sections of 71151). Experience has shown that this inspection is resource intensive both for the NRC inspectors and your staff. In order to minimize the impact to your on-site resources and to ensure a productive inspection, we have enclosed a request for documents needed for this activity. We request that the documents be copied to electronic media, to the extent practical, and mailed to the NRC Region II office on or before January 26, 2009.

We have discussed the schedule for these inspection activities with your staff and understand that our regulatory contact for this inspection will be Steve Tipps of your organization. If there are any questions about this inspection or the material requested, please contact the lead inspector, Adam Nielsen, at (404) 562-4660, or the Plant Support Branch 1 Chief, Brian Bonser, at (404) 562-4653.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). Electronic media is preferred, if readily available (The preferred file format is Word, WordPerfect, or searchable.pdf files on CDROM or thumb drive). Access Controls

5. Plant maps (survey maps are acceptable) of all Locked HRAs and VHRAs.
6. Procedures related to HP/access controls, e.g.

(Posting, labeling, surveys, RWPs, contamination control, dosimetry, multi-dosimetry, key control, control of divers, controls during fuel offload, etc.)

7. List of all non-fuel items stored in spent fuel pool.
8. Internal dose assessments for intakes where dose was assigned since November 2008.
9. Documentation associated with any skin contaminations where SDE was assigned, since November 2008.
10. Most recent self-assessment or audit of access control program.
11. LIST of CRs related to access controls (including poor radworker or HP tech performance) issued since November 2008. This should be a list of corrective action documents containing a CR number and brief description, not full CRs.

ALARA

12. All procedures related to HP/ALARA not listed above (e.g. declared pregnant worker, temporary shielding, etc.).

information that might be contained in curricula for training new system engineers)

23. List of all shipments made since July 2006 (shipping logs).
24. List of all changes made to solid and liquid radwaste processing systems since July 2006.
25. List of all permanently abandoned solid and liquid radwaste processing equipment.
26. Last two 10 CFR Part 61 analyses for each waste stream, including RADMAN QA data (e.g.

in-house vs. vendor lab comparisons, current results vs. database, etc.). This information can be reviewed onsite rather than included with the submittal if it represents a substantial amount of information.

27. List of CRs related to shipping or radwaste processing since July 2006. This should be a list of corrective action documents containing a CR number and brief description, not full CRs.
28. Most recent self-assessment or audit of Shipping/radwaste processing program.
29. Training records for all individuals qualified to ship radioactive material/waste demonstrating the requirements of 49 CFR 172 Subpart H (HAZMAT training) have been met. This information can be reviewed onsite rather than included with the submittal because it may contain Personally Identifiable Information.

PI Verification (occupational and public cornerstones)

30. Procedure for gathering and reporting PI data.
31. List of all CRs related to effluent dose/ODCM issues since November 2008. This should be a list of corrective action documents containing a CR number and brief description, not full CRs. Note: the occupational cornerstone should be encompassed by the CR lists for Access Controls and ALARA, so no need to reproduce those searches.
32. Monthly PI reports (both Chemistry and HP) since November 2008.
33. List of all dose rate alarms >1R/hr since November 2008.
34. List of all dose alarms since November 2008.
35. All release point effluent monitor out-of-service dates since November 2008.
36. Most recent gaseous and liquid effluent release permits.
37. 2008 Annual Effluent Report. Or end-of-year dose summary for 2008 if official effluent report is not yet available.
