dated August 27, 2008, License Ame ndment Request: Replacement of the Trisodium Phosphate Buffer with a Sodium Tetraborate Buffer In Reference (a), we requested a Technical Specification change to allow a change in the containment butfering agent from trisodium phosphate to sodium tetraborate. During review of this request, the Nuclear Regulatory Com mission staff raised an issue concerning the amount of nitric ac id produced from beta irradiation of the water in Containment followi ng an accident. Attachment (1) provides our evaluation of this concern.

This response does not change the No Significant Hazards Determination prov ided in Reference (a) and does not require a change to the prev iously submitted Tec hnical Specification pages.
