Dear Mr. Bezilla:
In your letters dated November 26, 2007, and July 8, 2008, you requested a waiver for the on-site time requirement on behalf of Mr. Anthony Kledzik, a senior reactor operator (instant) scheduled to take the initial licensing examination in January 2009 at the Perry Nuclear Power Plant. You had indicated Mr. Kledzik lacked Responsible Nuclear Power Plant Experience (RNPPE) requirement delineated in ACAD 00-003, Revision 1. We have reviewed his employment history at the station and have determined that the eligibility requirement may be deferred. Specifically, he is permitted to take the written and operating license examination to be administered beginning the week of January 12, 2009, prior to completing the 3 years of RNPPE requirement.
Please instruct Mr. Kledzik, Docket Number 55-33286, to request the waiver for 10 and one-half months of RNPPE time on the license application (NRC Form 398) to take the January 2009 examination. The waiver request should reference this letter. At that time, we will grant the waiver.
Upon successful completion of the licensing examination, the 10 and one-half months of RNPPE time, and certification by the Perry Nuclear Power Plant Site Vice President, using the certification statement in item 19.b. on the NRC Form 398, that all Perry Nuclear Power Plant training and experience requirements have been successfully completed, Mr. Kledzik will be issued a senior reactor operator license for the Perry Nuclear Power Plant.
We understand that upon successful completion of the licensing examination, Mr. Kledzik will be immediately enrolled in the Perry Nuclear Power Plant continuing (requalification) licensed operator training program and that he will be current and satisfactory in that program while he is completing the requirements for his senior reactor operator license.
