ARKANSAS NUCLEAR ONE, UNIT 1, GRAND GULF NUCLEAR STATION REQUEST FOR ADDITIONAL INFORMATION RE: RELIEF REQUESTS FOR THIRD 120 MONTH INSERVICE TESTING INTERVAL CEP-CISI-001 (TAC NOS. MD8817 AND MD8818)
Dear Mr. Ford:
By letter dated May 20, 2008 (Agencywide Documents Access and Management System Accession No. ML081620369), Entergy Operations, Inc. (Entergy, the licensee), submitted an application for a request to utilize, pursuant to paragraph 50.55a(a)(3)(i) of Title 10 of the Code of Federal Regulations (10 CFR), the alternative requirements in American Society of Mechanical Engineers, Boiler and Pressure Vessel Code (ASME Code), Code Case N-739 in lieu of the requirements of Table IWA-2300.
The U.S. Nuclear Regulatory Commission (NRC) staff reviewed the application, determined that additional information was needed to complete the review, and informed the licensee on October 2, 2008, the need for the additional information. By electronic mail dated January 13, 2009, Entergy informed the NRC staff that there was no need for a call and the response to the RAI will be forthcoming shortly. The requested information is provided in the enclosure to this letter.

Relief Request CEP-CISI-001 requests relief to utilize the alternative qualification requirements of ASME Code, Code Case N-739, in lieu of the requirements in IWA-2300, for personnel performing visual examinations of Class CC concrete surfaces and post-tensioning systems.
Based on review of Code Case N-739, the U.S. Nuclear Regulatory Commission (NRC) staff finds that paragraph (a)(2) of Code Case N-739 does not provide specific topic details with regard to the instructional material to be covered in the classroom qualification training for personnel performing ASME Code,Section XI, Division 1, Subsection IWL (Class CC, Concrete Components) inspections.
However, the NRC staff finds that ASME Code Case N-739-1 provides the requisite detailed requirements for the instruction material to be used to qualify personnel performing IWL Inspections. Therefore, in order for the proposed alternative to provide an acceptable level of quality and safety, pursuant to paragraph 10 CFR 50.55a(a)(3)(i), the applicant should either supplement the requirements in the proposed alternative (Code Case N-739) with the specific instruction material details in paragraph (a)(2) of Code Case N-739-1 or use Code Case N-739-1. Please address the above issue in the relief request.
