BYRON STATION, UNITS 1 AND 2 - NOTIFICATION OF NRC INSPECTION AND REQUEST FOR INFORMATION
Dear Mr. Pardee:
By a letter dated April 1, 2008, the NRC communicated to you the final significance determination for a finding having low to moderate safety significance (White) at your Byron Nuclear Power Station. The finding involved the failure to take timely corrective actions after the identification of extensive corrosion on essential service water system riser pipes and the failure to verify the adequacy of the methodology and design inputs in calculations that supported your staffs decision to accept three degraded essential service water system riser pipes for continued service.
In September 2008, we were notified by your staff that applicable corrective actions for that finding had either been completed or initiated, and that you were ready for the NRC to conduct our supplemental inspection to review the actions taken to address the White finding.
Accordingly, we plan to conduct a supplemental inspection, beginning on January 20, 2009, at Byron Station using Inspection Procedure 95001, Inspection for One or Two White Inputs in a Strategic Performance Area. This on-site inspection is scheduled to be performed January 20 through January 23, 2009. In order to minimize the impact to your on-site resources and to ensure a productive inspection for both organizations, we have enclosed a request for documents needed for this inspection. The documents identified are those that the inspectors will need prior to and upon arrival at the site. It is important that all of these documents are up to date and complete in order to minimize the number of additional documents requested during the on-site portion of the inspection.
We have discussed the schedule for these inspection activities with your staff and understand that our regulatory contact for this inspection will be Ms. Tracey Hulbert of your organization.
