WATERFORD STEAM ELECTRIC STATION, UNIT 3 - EXTENSION OF IMPLEMENTATION PERIOD OF AMENDMENT NUMBER 216, RE:
MODIFY DIESEL GENERATOR FUEL OIL TESTING SURVEILLANCE REQUIREMENTS (TAC NO. MD5966)
Dear Mr. Williams:
The Commission issued Amendment No.216, dated July 30, 2008, to Facility Operating License No. NPF-38, for the Waterford Steam Electric Station, Unit 3. This amendment consists of changes to the Technical Specifications (TSs) in response to Entergy Operations Inc. (the licensee) application dated July 3, 2007. The amendment relocates the quality and quantity requirements associated with the emergency diesel generator fuel oil within the TS through the creation of a new TS Limiting Condition for Operation and the Diesel Fuel Oil Testing Program.
In addition, two surveillance requirements associated with periodic draining, cleaning and visual inspection of the fuel oil storage tanks are deleted.
This license amendment was effective as of its date of issuance with the approved changes to be implemented within 60 days from the date of issuance of September 29, 2008.
By electronic mail (e-mail) dated September 25 and October 15, 2008, Entergy Operations Inc.
requested NRC approval to extend the implementation date of Amendment No. 216 to October 31, 2008. The request for extension was largely due to the impacts of Hurricane Gustav. Your e-mail dated October 30, 2008, revised the Entergy request for an extension of implementation to November 3, 2008, in part, due to issues related to the processing of documents approved and routed via the NRCs new electronic distribution initiative.
The NRC staff concludes that the information supporting your request is sufficient to justify an extension of the implementation period authorized in Amendment No. 216. Therefore, Entergys request for an extension to November 3, 2008, is approved.
