INDUSTRY COMMENTS ON VOLUME 1 OF THE RISK ASSESSMENT OF OPERATIONAL EVENTS HANDBOOK (REVISION 1.01)

Dear Mr. Butler:

This letter is to acknowledge receipt of the Nuclear Energy Institutes (NEIs) letter dated June 24, 2008, to the NRC. This letter provided NEI and industry comments on Volume 1 of the Risk Assessment of Operational Events Handbook (Revision 1.01), hereafter referred to as the Risk Assessment Standardization Project (RASP) Handbook.

NRC staff conducted a Category 2 public meeting on September 18, 2008, with you and other NEI and industry representatives to consider industry comments on the RASP Handbook guidance. NRC staff provided clarifications on the NRC process for significance determination of licensee performance issues. NRC staff re-iterated that the Commissions expectations are to seek realistic assessments in the implementation of the Reactor Oversight Process.

During that public meeting, NEI representatives stated that they would provide a tabular summary of detailed comments on Revision 1.01 of the RASP Handbook for NRC staff to help review and appropriately disposition each of the industry-provided comments. NRC staff will provide a written response to NEI and industry representatives on comments provided on the RASP Handbook guidance and methods no later than January 16, 2009, if the NRC receives the tabular summary of detailed comments by November 26, 2008.
