Entergy Nuclear Operations, Inc. (ENO), as operator of the James A. FitzPatrick Nuclear Power Plant (JAF), hereby submits this response to the NRC's Request for Additional Information (RAI) received via teleconference (Reference 3) regarding JAF's Application for Amendment to Technical Specifications Regarding Diesel Fuel Oil, Lube Oil, and Starting Air Consistent with TSTF-501 and Diesel Fuel Oil Testing Program Consistent with TSTF-374 (Reference 1).

JAFP-08-0112 Page 2 of 2 During this teleconference the NRC staff requested that JAF provide information regarding the type of lubricating oil used in the emergency diesel generator (EDG) system, the API number of the lubricating oil, and if possible a letter from the EDG vendor attesting to the assertion that the lubricating oil consumption rate is unaffected by the use of ultra low sulfur diesel (ULSD) fuel oil.

JAF currently uses MOBILGARD 450 NC (No Chlorine) Oil, with an API of 26.42. The enclosure to this submittal, contains a letter from Engine Systems, Inc., the authorized distributor for EMD Diesels, providing the requested information regarding the affect of ULSD on lubricating oil consumption.

There are no new commitments made in this letter.

This submittal does not affect the "No Significant Hazards" determination made in Reference 1.

Dear Michael,

As the, authorized EMD engine distributor for the Nuclear Industry world wide for parts, service and training, Engine Systems Inc. has not received any documentation or heard of any adverse effects of using ultra low sulfur diesel (ULSD) fuel in EMD engines.

Specifically there has been no reported impact seen on the lube oil consumption while using ULSD fuel. ESI continuously maintains communication with EMD factory representatives and they have not. reported any change in the lube consumption with engines that have been using the ULSD fuel. It is true that the use of ULSD fuel is relatively new to the industry but to this point there have been no documented changes verified by the factory or ESI. Engine Systems, Inc. will continue to monitor the industry and will pass any updates received from the EMD factory 'epresentatives or which ESI can verify which might arise from the use of ULSD fuel in EMD engines.
