REQUEST FOR PUBLICATION IN BIWEEKLY FRN - NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE NO.
DR-10, DOCKET NO. 50-183 GE Hitachi Nuclear Energy (GEH), License No. DR-10, Docket No. 50-183, ESADA Vallecitos Experimental Superheat Reactor (EVESR)
Date of application for amendment: June 23, 2008 (ADAMS No. ML081780099), with supplements dated August 11, 2008 (ADAMS No. ML082260044), August 19, 2008 (ADAMS No. ML082350078), and October 9, 2008 (ADAMS No. ML082840704).
Brief description of amendment: The amendment revises the Technical Specifications (TSs) by:
(1) expanding the scope of principal activities that can be conducted under the license; and (2) removes unnecessary access control and locking requirements to areas below the 549-ft elevation of the EVESR containment, and control access to all areas within the EVESR containment in accordance with 10 CFR Part 20.
Date of issuance: December 1, 2008.
Effective date: As of the date of issuance, to be implemented within 30 days.
Amendment No.: 7 Facility Operating License No. DR-10: The amendment revises the TSs.
Date of initial notice in FEDERAL REGISTER: September 9, 2008 (73 FR 40631).
The letters dated August 11, 2008, August 19, 2008, and October 9, 2008, provided clarifying
2 information that did not change the initial proposed no significant hazards consideration determination or expand the application beyond the scope of the original Federal Register notice. The Commission's related evaluation of the amendments is contained in a Safety Evaluation dated December 1, 2008.
