October 7, 2008 Mr. Jack M. Davis Senior Vice President and Chief Nuclear Officer Detroit Edison Company Fermi 2 - 210 NOC 6400 North Dixie Highway Newport, MI 48166
SUBJECT:
CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS:
FERMI 2 POWER PLANT
Dear Mr. Davis:
In a letter dated May 2, 2008 (NRC-08-0029), and a in a subsequent letter dated August 5, 2008, your staff provided a response to NRC Regulatory Issue Summary 2008-16, Preparation and Scheduling of Operator Licensing Examinations. Your staff requested initial license examinations in March 2009, August 2010, February 2012, and September 2013.
We have tentatively scheduled examinations for the following weeks: March 16, 2009, August 23, 2010, March 19, 2012, and September 2, 2013. We were not able to provide an examination on the primary date or the alternate date for the February 2012 examination. The examination is scheduled to occur one week after the alternate date proposed by your staff.
On-site validation of the examinations will occur approximately three weeks prior to the start of the examination. In the unlikely event that we are unable to support these examinations during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examinations at a mutually acceptable date.
We understand that your staff will develop the examinations unless we discover the need for the NRC to develop the examination. The March 2009 examination was scheduled for one week, while the 2010, 2012, and 2013 examinations were scheduled for two weeks because the number of candidates was greater than nine. Please inform us if the number of candidates declines below ten for any of these examinations as this will impact the examination schedule.
Please inform us at your earliest opportunity if you discover you need to change the scheduled date for the examination.
A supplementary letter will be sent to the training department manager approximately 120 days prior to each initial examination. The letter will provide the training staff the chief examiner=s name, an outline of examination security expectations, and a list the materials required by the NRC to conduct the examination. The letter will reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. If you have any questions concerning this information, please contact Mr. Dell McNeil of my staff at 630-829-9737.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's Agencywide Documents Access and
