Information Needs for PINGP Environmental Review Attachments: PIIC Info Needs List 082708.doc Hi Heather, Just a quick note to touch base with you. We were hoping to get some input from the PIIC in accordance with Attachment B of the MOU, which indicates that the PIIC will provide data and information related to historic/archaeological resources, socioeconomics, land use, and environmental justice within 60 days of the signing of the MOU. As you may know, that 60-day period ended August 17, 2008.

Since we have not heard from you as the primary representative for the PIIC, or Phil Mahowald as your backup representative, we took the initiative of identifying a number of areas in which information from the PIIC would be very helpful to us as we prepare the Supplemental EIS for PINGP (see the attached list of information requests).

Our ability to consider information in our analysis is largely based on the time we have to review that information within the established schedule. For this reason, we ask that responses to these information requests be provided as soon as possible and no later than October 10, 2008. This date provides almost twice the amount of time specified in the MOU and also is three weeks beyond the end of the scoping period. Any information received beyond this date may not be considered in the staff's Supplemental EIS.

Also, just a quick reminder that, for areas that are not specified in the MOU, the comment period ends September 22, 2008.

Information Needs List for the Prairie Island Indian Community Prairie Island Nuclear Generating Plant License Renewal August 27, 2008 Information provided by the Prairie Island Indian Community (PIIC) will aid NRC staff in the preparation of the Supplemental EIS (SEIS).

Historic and Archaeological Resources

1. Are there any other archaeological sites, reports, or correspondence that the PIIC is aware of, beyond those currently listed at the Bureau of Indian Affairs and the Minnesota State Historic Preservation Office? Also, is the PIIC aware of any archaeological or historic sites/structures on or adjacent to the PINGP transmission line right-of-ways? If so, please provide copies of all archaeological reports and all related correspondence.
2. Has the PIIC been notified/consulted regarding the discovery of archaeological finds on Northern States Power (NSP) property at PINGP? Has the PIIC been called in to observe survey work and/or excavations conducted on or near the PINGP site?
3. Has there been any repatriation of human remains, associated funerary objects, and items of cultural patrimony to the PIIC? Is the PIIC aware of any other human remains that have been discovered on the PINGP site?
4. The FES states that the 560 acre site was purchased in 1959. Who owned the land prior to the NSPs acquisition of the land? Also, the FES mentions that 5 cottages were subsequently removed from the PINGP site during construction in 1967. Does the PIIC have any information regarding these cottages and who might have lived there?
5. Please provide information regarding the historic occupation of Prairie Island by the Mdewakanton peoples.
6. Please provide information about the collection of traditional plants and information about sacred sites.
7. Does the PIIC have American Indian Religious Freedom Act (AIRFA) concerns with the PINGP site?
8. Please provide any information about District School #132.

Socioeconomics

1. Please describe the current general socioeconomic conditions at the PIIC and any recent notable changes in these socioeconomic conditions. Please discuss any recent economic trends (e.g., changes in population, jobs, income, poverty, etc.) that have been occurring or have occurred within the PIIC and any outside factors that have had an effect on the Community.

2. If available, please provide updated socioeconomic information about the PIIC since the 2000 Census, including changes in:
  • Total population, including race and ethnicity
  • Total housing units, occupied housing units, and median value
  • Public school enrollment
  • Civilian labor force
  • Number of persons employed and unemployed
  • Employment by occupation (e.g., construction worker, teacher, salesman, etc.)
  • Employment by industry (e.g., retail, wholesale, government, manufacturing, service, etc.)
  • Median household income
  • Per capita income
  • Number of families and individuals living below the poverty threshold
3. Describe the general transient population utilizing recreational facilities, tourist attractions in the vicinity of the PIIC (e.g., Treasure Island resort and casino and marina), number of rental housing units, and camping ground spaces, including present and projected annual number of persons and percentage of utilization.
4. Describe any migrant labor employed by the PIIC including number of workers and farms or other businesses employing migrant labor.
5. To better understand the socioeconomic impacts of license renewal to the PIIC, NRC staff is asking both the PIIC and NSP/Excel Energy to describe any annual compensatory payments received by the PIIC from NSP/Excel Energy associated with operation of the PINGP.
6. Identify major employers located in the vicinity of the PIIC. List their location and number of employees.
7. Provide information about public water supply system(s) providing water to the PIIC.

Identify system(s), the amount of annual use, and system capacity.

8. Describe traffic volumes on PINGP access roads that affect the PIIC.

Land Use

1. Please describe current land use and development patterns, infrastructure conditions, and projected land use changes at the PIIC.
2. Describe any proposed or planned changes to land use and infrastructure within the PIIC.
3. Provide information on the PIIC and other local county comprehensive land use and development plans concerning any land use and zoning controls that are relevant to population and housing growth and changes in land use and land use patterns.

Environmental Justice

1. Please describe the human health and environmental effects experienced by members of the PIIC that can be attributed to the Prairie Island Nuclear Generating Plant (PINGP).

Also, please indicate whether the Community feels these effects are disproportionately high and adverse. A discussion about why these human health and environmental effects are important to the PIIC and how they affect Indian people would be helpful.

2. Describe any subsistence consumption behavior patterns; specifically fish and wildlife consumption, by members of the PIIC (per Section 4-4 of the Executive Order 12898).

Subsistence consumption behavior consists of hunting, fishing, and trapping of game animals and any other general food gathering activities (e.g., collecting nuts, berries, and other plant material) conducted in the vicinity of the plant.

3. Provide any information about current or past wildlife sampling and testing of game animals such as deer, squirrel, turkey, pheasant, duck, and other game birds and animals that may have been conducted in the vicinity of plant. Wildlife sampling and testing may have been conducted by state agencies before, during, and after plant construction and in the early days of plant operation.
4. For impacts and concerns about the PINGP that have been identified, describe any mitigation measures that would be acceptable to the PIIC and could be implemented.
