RESPONSE TO THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS REPORT ON THE SAFETY ASPECTS OF THE LICENSE RENEWAL APPLICATION FOR THE WOLF CREEK GENERATING STATION, UNIT 1

Dear Dr. Shack:

During the 555th meeting of the Advisory Committee on Reactor Safeguards (ACRS or the Committee), held on September 4-5, 2008, the Committee completed its review of the license renewal application (LRA) for the Wolf Creek Generating Station (WCGS), and the associated final safety evaluation report (SER) prepared by the U.S. Nuclear Regulatory Commission (NRC) staff. In its final report, dated September 17, 2008, the Committee recommends renewal of the WCGS operating license. The staff appreciates the Committee=s expeditious review of the Wolf Creek LRA and associated SER.

The staff notes that the Committees final report acknowledges WCGS commitment (through establishment of license renewal commitments) to perform a reanalysis of charging nozzle cyclic metal fatigue and to update the number of thermal cycles the reactor plant was subjected to during the early years of plant operation. Although WCGS must complete these commitments prior to the start of the extended period of operation, these commitments do not specifically require that the NRC staff review and approve the results. Rather, WCGS must inform the NRC staff once it completes its commitments and must make the results available for staff review.

Additionally, WCGS commits to complete these commitments at least two years prior to the period of extended operation.

The staff recognizes the ACRSs commitment to safety and appreciates the Committee=s continued support of the license renewal process.
