NORTH ANNA POWER STATION UNITS 1 AND 2 IMPLEMENTATION OF TIER 2 RESTRICTIONS PROPOSED LICENSE AMENDMENT REQUEST ONE-TIME RISK-INFORMED EXTENSION TO THE COMPLETION TIME FOR EDG FUEL OIL STORAGE TANK RECOATING In a December 17, 2007 letter as supplemented on July 22, 2008 (Serial Nos. 07-0803 and 08-0388), Dominion requested amendments, in the form of changes to the Technical Specifications to Facility Operating License Numbers NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2.

The proposed change will permit a one-time extended 14-day Completion Time for each of the two underground diesel fuel oil storage tanks to permit removal of the current coating and recoating of the tanks in preparation for use of ultra-low sulfur diesel (ULSD) fuel oil.

In a September 10, 2008 e-mail from Ms. Donna Wright of the NRC to Mr. Thomas Shaub of Dominion, the NRC requested that Dominion commit to implement the Tier 2 restrictions noted in Table 5 of the risk analysis included in our December 17, 2007 letter. These Tier 2 restrictions are necessary to implement the EDG fuel oil tank outages consistent with the assumptions in the risk analysis. To ensure that the risk assessment assumptions remain valid for the extended EDG fuel oil tank Completion Time, Dominion will implement the Tier 2 restrictions for each entry into the extended Completion Time for cleaning and recoating the EDG fuel oil tanks.

The information provided in this letter does not affect the conclusion of the significant hazards consideration discussion provided in the December 17, 2007 Dominion letter (Serial No. 07-0803).
