Dear Mr. Stall:
By letter to the Nuclear Regulatory Commission (NRC) dated April 9, 2008, Florida Power and Light (FPL) submitted Relief Request 3 for the fourth 10-year inservice inspection (ISI) interval for St. Lucie Unit 1. FPL requested review and approval of Relief Request 3 as a proposed alternative in accordance with paragraph 50.55a(a)(3)(i) of Title 10 of the Code of Federal Regulations for the fourth ISI interval for St. Lucie Unit 1.
The NRC staff has reviewed your submittal and finds that the additional information contained in the enclosed Request for Additional Information is needed before we can complete the review.
This was discussed with members of the FPL staff on September 18, 2008 and Mr. Ken Frehafer indicated that a response would be provided by October 1, 2008.

REQUEST FOR ADDITIONAL INFORMATION ST. LUCIE NUCLEAR PLANT, UNIT 1 INSERVICE INSPECTION PLAN FOURTH TEN-YEAR INTERVAL RELIEF REQUEST 3 TAC NO. MD9268 The NRC staff has reviewed the information provided by Florida Power & Light Company (the licensee) for St. Lucie, Unit 1 in its "L-2008-076, Extension Request Regarding the Three Month Response to NRC Generic Letter 2008-01, Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and [[system" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Systems|letter dated April 9, 2008]], and has determined that additional information is necessary to complete the review of Request for Alternative Relief Request 3.
Based on the staff=s review, please provide a response that addresses the following request for additional information questions.
- 1.
It appears that the only tests and inspections ever done on this lining have been remote visual and hands-on visual examinations. What measures have been taken to ensure that leakage has not occurred through the lining due to small defects in the liner? Has any type of electrical continuity test, to detect small defects in the coating, been performed to ensure that leakage from the tank has not occurred and possibly undermined the sand layer supporting the bottom of the tank?
- 2.
Since the aluminum tank wall is a structural, load-carrying element of the tank, what is the condition of the tank at the aluminum/liner interface? What is the condition of the tank wall under the liner?
- 3.
Does the manufacturer of the tank liner material have a projected lifetime for the liner in the specific medium that the liner can be exposed to and what is that lifetime? Based on operational experience with this liner material (in particular, experience with use of this liner material in environments similar to the St. Lucie, Unit 1 storage tank), what is the expected lifetime of this liner?
- 4.
In reference to the discolored areas on the liner discussed in Paragraph 5.1.1 and other places in the relief request, how has it been confirmed that this discoloration is not from oil or other fluids leaking into the tank from below that tank?
