Supplemental Response to Generic Letter (GL) 2004-02 (TAC No. MC4686), dated July 28,2008 SUB..IECT: Fort Calhoun Station, Unit No. 1 - Generic Letter 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents at Pressurized-Water Reactors," Change of Commitment for Close-out Letter Submittal Generic Letter (GL) 2004-02 requested that all licensees complete actions related to the GL by December 31, 2007. The Omaha Public Power District (OPPD) subsequently provided various GL extension request submittals, which were approved by the Nuclear Regulatory Commission (NRC) via Reference 3, until the completion of the Fort Calhoun Station (FCS) spring 2008 refueling outage (RFO). By letter dated February 29, 2008, OPPD provided its supplemental response to GL 2004-02 and committed to provide the GL 2004-02 close-out letter within 90 days of completion of the 2008 RFO.

Nuclear Regulatory Commission L1C-08-0098 Page 2 However, OPPD recently received a request for additional information (RAI) via email from the NRC Project Manager related to the GL 2004-02 supplemental response submitted in Reference 4. The NRC has requested that OPPD provide the responses to the 36 RAI questions provided in Reference 5 in the same submittal as the final GL 2004-02 close-out letter committed to in Reference 4. In order to provide an integrated package containing the final close-out letter and responses to the 36 RAI questions, OPPD is extending the original commitment to provide the GL 2004-02 close-out letter from within 90 days of the 2008 RFO to October 17, 2008. This was discussed via telephone with the NRC Project Manager and other NRC staff on September 3,2008. This extension allows time to obtain and coordinate the vendor responses to select RAI questions as well as time to facilitate internal OPPD reviews to ensure there are no inconsistencies between the RAI responses and the GL 2004-02 close-out letter. Therefore, the regulatory commitment [AR 35967] is revised to proVide the GL 2004-02 close-out letter and the 36 RAI responses in a single submittal on October 17, 2008.
