Affidavit Attesting to the Proprietary Information Submitted June 20, 2008 Mr. Adams:

This letter serves as an affidavit attesting to the nature of the proprietary information identified in a letter to you dated June 20, 2008. Attachement 2 to that letter was identified as "Contains Proprietary Information Withhold from public disclosure per 10 CFR 2.390". The basis for the determination is that it falls under 10 CFR 2.390(a)(4),

trade secrets and commercial orfinancial information obtainedfrom a person and privileged or confidential. The information is proprietary information owned by General Atomics Corporation.

We accepted the information from them and submitted it to you with the understandingthat the information would be considered propriety and withheld from public disclosure. If released, the information would create substantial harm to the owner by providing competitors and other parties whose interest may be adverse to the owner with detailed technical trade secret and commercial information.
