REVISION OF SCHEDULE FOR THE CONDUCT OF REVIEW OF THE INDIAN POINT NUCLEAR GENERATING UNIT NOS. 2 AND 3, LICENSE RENEWAL APPLICATION
Dear Mr. Pollock:
Enclosed is a revised schedule for the review of the Indian Point Nuclear Generating Unit Nos. 2 and 3, license renewal application. This schedule has been updated to reflect a change in the scheduled date for the issuance of the safety evaluation report (SER) with open items, the draft Supplemental Environmental Impact Statement (DSEIS), and subsequent milestones for both the safety and the environmental reviews.
The issuance date of the SER with open items has been extended by approximately four months for a number of reasons, which include: 1) following the Regions inspection, it was necessary for Entergy to supplement the application with additional information that affected several reviews that are still being finalized; 2) the staff has been working (for both the SER, and DSEIS) to respond to an unusually large number of contentions; and 3) SER changes are being incorporated as part of the staffs corrective actions stemming from the recent Office of the Inspector General report, necessitating extension of some internal milestones and additional reviews of the document.
The issuance date of the draft SEIS has been delayed by approximately three months. The primary reason for this delay is the exceptionally high number of public comments on the scope of the staffs environmental review. Staff has required more time to review, bin, and address these comments than is usual for a license renewal review. Additionally, the enclosed schedule includes a current best-estimate date for the final SEIS issuance.
