In Reference 1, AmerGen Energy Company, LLC (AmerGen) requested NRC approval for the relocation of the Three Mile Island Joint Information Center (JIC) from Harrisburg to Coatesville, PA.

In Reference 2, the NRC provided updated information associated with "Alternative Methods."

This information was provided to AmerGen in a scripted teleconference on June 10, 2008. In response to that teleconference, AmerGen revised its 10 CFR 50.54(q) evaluation associated with the proposed relocation. AmerGen has re-confirmed that the proposed changes to the Three Mile Island Emergency Plan are not a decrease in effectiveness. Additionally, the revision to the 10 CFR 50.54(q) evaluation concludes the proposed changes do not constitute an "Alternative Method" based on the updated information. Thus, the revised 10 CFR 50.54(q) evaluation concludes that NRC approval is not needed for the planned Three Mile Island JIC relocation.

AmerGen has concluded that the proposed changes will continue to fully support AmerGen's ability to protect the health and safety of the public. The proposed Emergency Plan changes, as described in Reference 1, will continue to meet the performance requirements of 10 CFR 50.47 "Emergency Plans," and 10 CFR 50 Appendix E "Emergency Planning and Preparedness for Production and Utilization Facilities."

U. S. Nuclear Regulatory Commission August 19, 2008 Page 2 Accordingly, AmerGen hereby withdraws the Reference 1 letter requesting NRC approval of the Three Mile Island Joint Information Center (JIC) relocation from Harrisburg to Coatesville, PA.

The common JIC in Coatesville has been demonstrated to be an effective facility for implementation of the integrated Emergency Plan for multiple stations. The planned relocation extends the philosophy of a single emergency response concept at Exelon/AmerGen nuclear stations located within the Commonwealth of Pennsylvania.
