- 2008 U.S. NUCLEAR REGULATORY COMMISSION (NRC) INITIAL EXAM DEVELOPMENT WORKSHOP This refers to the meeting conducted at the NRC Region II Office, Sam Nunn Atlanta Federal Center on Tuesday and Wednesday, August 5 -6, 2008. The meeting's purpose was to communicate expectations and promote consistency for the initial license exam development process, including scheduling and administering written and operating examinations. An electronic version of the presentation handouts (ADAMS Accession number ML082260164) will be provided to the attendees via e-mail. The list of attendees is enclosed.
The workshop topics that were presented by the Region II Operator Licensing staff were:

2 In response to licensee questions and/or concerns raised during the workshop, the Region II Operator Licensing staff communicated their position with respect to the guidance on SRO Only questions. The Region II guidance document on SRO Only questions is also contained in ADAMS (Accession number ML082260164).
The Region II staff provided the licensees with a copy of the Region II SRO-Only Clarification Document document during the SRO-only topic presentation. During this presentation, the Region II staff clarified the abnormal and emergency operating procedure (AOPs and EOPs) knowledge that is unique to the SRO position. The Region II staff clarified that the ROs are responsible for the entry conditions and overall knowledge of the purpose and mitigative strategy for all of the AOPs and the major EOPs. Additionally, the Region II staff clarified that the knowledge that is unique to the SRO position includes how the AOP and/or EOP is administered and controlled. The administration of the procedure includes additional knowledge of specific branching decision points (that lead to EOP contingency actions) and detailed knowledge of the content of attachments and appendices (beyond the RO EOP responsibilities),
including the administrative processes controlling these procedures.
For the SRO-only topic, one area of disagreement involved whether RO applicants were responsible for knowing the Technical Specification (TS) Bases associated with less than or equal to 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> action statements. The Region II staff clarified that the RO applicants were responsible for those portions of the TS Bases that included systems knowledge.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
