Dear Mr. R. William Borchardt:

A week is over and the Entergy/Vermont Yankee mechanical draft cooling tower investigation is apparently done. You know the result but I have to wait 45 more days. I am getting a very bad feeling about the result. You know: the Entergy person does not say that their workers did not make a mistake. So, rather than wait 45 days to write this, I decided to send it now.

IF, (a big IF), it turns out that Entergy tradesmen did not install a third bracket, (or anything else), that they were instructed to do either by written plans and instructions or by verbal instructions, then I am making a Section 2.206 request that you immediately have the Entergy/Vermont Yankee nuclear plant shutdown cold and I am requesting that you instruct Entergy to have the reactor mode switch key(s) delivered to you in person by both the foreman or general foreman who did NOT follow those instructions and the senior site person, (probably the site vice president.)

Separately, I am also making a Section 2.206 request to have FEMA review and accept, (as they are for Entergy/Indian Point) the existing Entergy/Vermont Yankee emergency siren system for population density' coverage and sound level. Based on my assessment of the current plant material condition, I feel this is prudent.

(My assessment considers the 2007.mechanical draft cooling tower failure which resulted in much bad nuclear plant publicity; an electrical contactor failure one day after being repaired; turbine trip/reactor scram while trouble shooting turbine valve control linkage with sledge hammers; dropping (however softly) a loaded nuclear spent fuel cask onto the reactor building refuel floor; and a repeat repair failure of the mechanical draft cooling tower in 2008. If you count them up, there are about 5 significant events in about 1 year or approximately one every three months. I have not counted the drugged brownie incident or the Fitness for Duty supervisor incident,)
