08-0207B SPS-L1C/BAG RO Docket No.

50-281 License No.

DPR-37 VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT 2 PROPOSED LICENSE AMENDMENT REQUEST INTERIM ALTERNATE REPAIR CRITERIA ClARC) FOR STEAM GENERATOR eSG) TUBE REPAIR SUPPLEMENTAL INFORMATION By letter dated April 14, 2008 (Serial No. 08-0207), Virginia Electric and Power Company (Dominion) requested an amendment to incorporate an interim alternate repair criteria (IARC) into the provisions for Unit 2 steam generator (SG) tube repair criteria.

In a letter dated May 6, 2008 (Serial No. 08-0207A),

Dominion provided additional information and requested that the April 14, 2008 license amendment be considered an exigent request.

At the time of the May 6, 2008 submittal, two of the three SG inspections had been completed, and the third SG inspection was underway. The letter stated

that, with the inspection results found to
date, it was estimated that approximately 75 tubes would have to be removed from service without the proposed IARC.

After the completion of the third SG inspection, it was determined that a total of 111 tubes required the application of the IARC to preclude unnecessary plugging.

In addition, the letter also stated that, during the life of the installed SGs, only a total of 45 tubes were plugged in all three Unit 2 steam generators.

The correct number of tubes plugged in all Unit 2 steam generators at the time of the letter was actually 55 tubes.

The number of tubes that would need to be removed from service without the application of the proposed IARC and the number of existing plugged tubes in all three Unit 2 steam generators were provided in the May 6, 2008 letter to indicate the need for the use of the IARC. This clarification does not change the basis of the May 6, 2008 request.
