BROWNS FERRY NUCLEAR PLANT (BFN) - UNIT 1 - IMPLEMENTATION OF MITIGATING SYSTEMS PERFORMANCE INDICATORS This is in response to the NRC letter dated May 21, 2008 (ADAMS Accession No. ML081150701), which outlined an approach for NRCs oversight of the Unit 1 Mitigating Systems Performance Index (MSPI). The Unit 1 situation is unique in the Reactor Oversight Process due to its restart in May 2007 after being shut down for more than 20 years. TVA has reviewed the NRC approach for MSPI presented in the May 21, 2008, letter and finds it satisfactory with the below clarification.
TVA has worked with Institute of Nuclear Power Operations (INPO) to develop an INPO Consolidated Data Entry process for BFN Unit 1 MSPI submittals that is consistent with the current process for Unit 2. The use of this process eliminates the need to develop and implement a plant-specific calculator.
