July 16, 2008 Mr. David Lochbaum Director, Nuclear Safety Project Union of Concerned Scientists 1825 K Street NW Suite 800 Washington, DC 20006-1232
Dear Mr. Lochbaum:
I am writing in response to your letter to me dated July 2, 2008, in which you expressed concern regarding the proposed license amendment request (LAR) by Entergy for Indian Point Nuclear Generating Unit Nos. 2 and 3. Specifically, you expressed concerns that Entergys plan to redefine its licensing basis to consider only active component failures during the first 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
following a loss-of-coolant accident (LOCA) as opposed to considering active and passive component failures during this period is technically unsupportable.
Your comments will be taken into consideration as part of the Nuclear Regulatory Commissions (NRCs) evaluation of this LAR. The NRC staff will issue a safety evaluation (SE) which will document the staffs decision to deny or approve this LAR. Your comments will be addressed in the SE and a copy of the SE will be sent to you when it is issued.
Should you wish to discuss your concerns with us, or have any further questions regarding my response to your letter, you may contact me at (301) 415-7744. Thank you for your interest in these matters.
Sincerely,
/RA/
