NORTH ANNA POWER STATION, UNIT NOS. 1 AND 2, REQUEST FOR ADDITIONAL INFORMATION (RAI) REGARDING PROPOSED LICENSE AMENDMENT REQUEST TO REVISE LIMITING CONDITION FOR OPERATIONS 3.8.7 AND 3.8.9 TO SUPPORT SHARED COMPONENT OPERABILITY ON THE OPPOSITE UNIT (MD7242 AND MD7243)

Dear Mr. Christian:

By letter dated October 24, 2007, Virginia Electric and Power Company submitted an amendment request in the form of changes to the technical specifications (TSs) to Facility Operating License Numbers NPF-4 and NPF-7 for North Anna Power Station, Unit Nos. 1 and 2, respectively. The proposed changes will revise the TSs Limiting Condition for Operations (LCO) 3.8.7 and 3.8.9, pertaining to electrical power systems and distribution associated with the 120 volt AC vital bus inverters. The TS changes are intended to support operability of components shared between Unit 1 and Unit 2. The proposed changes will add new conditions, Required Action statements and Completion Times for LCO 3.8.7 and LCO 3.8.9 to address shared components. The Nuclear Regulatory Commission (NRC) staff is reviewing the submittal and has determined that additional information is required to complete its evaluation.

The NRC staffs RAI is enclosed. The licensee is required to provide a response to the RAI within 30 days.

Enclosure REQUEST FOR ADDITIONAL INFORMATION REGARDING REVISION OF TECHNICAL SPECIFICATION ASSOCIATED WITH LIMITING CONDITION FOR OPERATIONS 3.8.7 AND 3.8.9 TO ADDRESS SHARED COMPONENTS NORTH ANNA POWER STATION, UNIT NOS. 1 AND 2 DOCKET NOS. 50-338 AND 50-339 By application dated October 24, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML072980167), Virginia Electric and Power Company (the licensee) proposed a license amendment to change North Anna Power Station, Unit Nos. 1 and 2 Technical Specifications (TSs). The proposed changes will revise the TSs Limiting Condition for Operations (LCO) 3.8.7 and 3.8.9, pertaining to electrical power systems and distribution associated with the 120 volt AC vital bus inverters. The TS changes are intended to support operability of components shared between Unit 1 and Unit 2. The proposed changes will add new conditions, Required Action statements and Completion Times for LCO 3.8.7 and LCO 3.8.9 to address shared components.

To complete our review of the proposed TS changes, the U. S. Nuclear Regulatory Commission staff requests the licensees response to the following:

In the proposed TSs, LCO 3.8.7, Action B, it is stated that in case: One or more inverters required by LCO 3.8.7.b inoperable, Declare associated shared components inoperable.

Provide the following information related to the above statement (preferably in the tabular form):

a.

Specific Inverter(s) out.

b.

Specific associated component(s) inoperable.

c.

Describe how this component becomes inoperable. Provide reference drawing number from where this information can be verified, if necessary.

d.

Provide the associated system which becomes inoperable due to the associated component(s) being inoperable. Provide the associated system LCO.

In the proposed TS, LCO 3.8.9, Action F, it is stated that in case: One of more required LCO 3.8.9.b AC vital electrical power distribution subsystem(s) inoperable, Declare associated shared components inoperable.

Provide the following information related to the above statement (preferably in the tabular form):
