RESPONSE TO INDUSTRY WHITE PAPERS: I) GUIDANCE FOR UPDATING ACCEPTED EXISTING SEISMIC SOURCE MODELS GIVEN NEW DATA OR NEW INFORMATION, II) ON SEISMIC HAZARD IN THE EASTERN TENNESSEE SEISMIC ZONE AND III ) INFLUENCE OF DAMES & MOORE INTERPRETATIONS FOR SEISMIC HAZARD STUDIES IN THE SOUTHERN US - DATED MAY 12, 2008
Dear Mr. Heymer:
In your letter, dated May 14, 2008, you submitted three white papers prepared with support from the Electric Power Research Institute on the subject topic for staff comments. The first of the three white papers addresses outstanding generic issues such as guidance for updating accepted existing seismic source models given new data or new information. The other two white papers related to seismic hazard in the Eastern Tennessee Seismic Zone and influence of Dames & Moore interpretations for seismic hazard studies. These two papers were sensitivity analyses specific to data within regions and effects of modifying the seismic source model. The staff has discussed the use of the information contained in these white papers specific to staff review of combined license applications (COLAs) currently under review and our plans for dealing with these white papers are as follows.
$ With respect to the first white paper - on guidance for updating accepted existing seismic source models given new data or new information - the staff will continue its ongoing dialogue with industry and the paper is currently under review with various technical branches within the Office of New Reactors. Staff expects to discuss their comments with the industry (through a conference call coordinated with Nuclear Energy Institute (NEI)) by the end of July 2008.
$ With respect to the second and third white papers on the sensitivity studies, they will be considered in association with site specific COLA reviews and NEI should expect requests for additional information (RAIs) from the staff will be addressed to the combined license (COL) applicants with a copy provided to NEI. It is acceptable to the
A. Heymer staff if applicants choose to have NEI respond to the RAIs and have the NEI submittal subsequently referenced by the COL applicants.
