SUMMARY
OF THE LICENSE RENEWAL MEETING HELD BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND THE NUCLEAR ENERGY INSTITUTE The U.S. Nuclear Regulatory Commission (NRC or the staff) and the Nuclear Energy Institute (NEI) met on May 21, 2008, to discuss generic license renewal topics and license renewal process improvements. Enclosure 1 provides a listing of the meeting participants and contains the meeting agenda. A summary of the discussion follows:
- 1. Station blackout scoping NEI asked for a separate meeting with NRR senior managers in attendance to allow NEI to go through each of the comments they submitted on the draft interim staff guidance (ISG)
LR-ISG-2008-01, Staff Guidance Regarding the Station Blackout Rule 10 Code of Federal Regulation 50.63 (10 CFR 50.63) Associated with License Renewal Applications. The NRC staff agreed to arrange this meeting.
- 2. Metal fatigue NEI stated that they are providing comments on the draft Regulatory Issue Summary (RIS) on Fatigue Analysis of Nuclear Power Plant Components.
- 3. Audit process The NRC staff indicated that from their perspective the on-site audits for aging management were going well. There may only be a need to conduct one audit, since the focus is now on consistency with the Generic Aging Lessons Learned (GALL) Report. NEI agreed that recent audits went smoothly and the focus remained where it should. NEI indicated that interactions between the NRC and applicant were open and positive. Staff informed NEI that there will be fewer audits than previously performed because the focus of the audits will be primarily confirmation of the consistency with the GALL Report. Detailed reviews of other items will be performed at headquarters which will increase the number of requests for additional information (RAIs). NEI expressed their desire for staff to consider staggering the RAIs to better respond to the increase in RAIs.
- 4. Other topics
- a. Environmental Review Issues The NRC staff stated that the License Renewal Generic Environmental Impact Statement (GEIS) update was progressing. The staff is targeting January 2009 to issue a draft for public comment. The GEIS, proposed rule, Standard Review Plan, and Regulatory Guide are planned to go out for comment as one package. Similar to the past GEIS update, the staff plans to conduct public workshops in Washington DC, Boston, Atlanta, Chicago, and Los Angeles.
- b. License Renewal Guidance Update The staff plans to update the license renewal guidance documents. NEI indicated that they would like to provide comments on areas to be considered for updating. The staff encouraged NEI to provide specific suggestions as markups of the license renewal guidance documents for staff consideration.
- c. ISG procedure revision The NRC staff stated that it was updating the ISG procedure to include environmental review issues and to incorporate RIS-07-16, Implementation of the Requirements of 10 CFR 54.37(b) for Holders of Renewed Licenses. The staff expects to issue the draft procedure for public comment by September 2008.
- d. American Society of Mechanical Engineers (ASME) proposed ISG The NRC staff and ASME held a public teleconference on April 14, 2008, to discuss ASMEs proposed ISG on use of the ASME Boiler and Pressure Vessel (B&PV) Code,Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components, as it applies to Title 10, Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants, of the Code of Federal Regulations (10 CFR Part 54), and as specifically referenced in NUREG-1801, Revision 1, Generic Aging Lessons Learned (GALL) Report. The meeting summary is available in the NRCs Agencywide Documents Access and Management System (ADAMS); see accession number ML081340300.
- e. Inspection Procedure (IP) 71003, Post-Approval Site Inspection For License Renewal NEI had 4 follow-up questions from the IP 71003 sessions that were conducted during the 2008 Regulatory Information Conference. See ADAMS accession number ML081580496. The NRC staff will evaluate the questions and get back to NEI.
- f. NFPA 805 During the April 2, 2008 license renewal public meeting, the NRC staff provided a handout (ADAMS Accession Number ML080990402) that lists several options for approaching concurrent reviews of a (LRA) and a license amendment request to adopt NFPA 805. The staff requested comments from industry.
